I would be nice if there were native gambling apps available for iOS devices but this is unlikely to happen as long as iOS remains a closed Operating System because Apple are afraid of getting sued by offering these apps globally. Since these apps are free to download, Apple make zero from them and are not going to risk breaking laws in individual countries. Sadly, this means that iPhone and iPad gamers will have to make do with HTML5 Safari apps for the time being.

casino games are pretty basic and easy to play compared to maybe texas hold'em so i don't see any point in changing the design layout for the ipad.
i've played texes hold'em on both smartphones and tablets and I've generally found that the layouts tend to be better on the tablet versions. for instance the navigation tends to be better and additional information is displayed on screen.
you might not find one that is "iPad specific" but there are plenty of tablet casinos that will work on iOS, Windows Phone and Android tablets.
Smartphones have gotten so big now that there's not much difference between the screensize of a tablet and smartphones. My new iPhone 6L is almost as big as my iPad Mini.
